The fact of the matter is you never actually 'create' a Servicing Authority. When a new Signal System is created in TSSA the Servicing Authority defaults to Alberta Transportation. Therefore you either leave the default in tact or replace Alberta Transportation with a municipality who is the servicing authority.
This procedure provides the steps necessary to record a change in servicing authority. In this scenario Alberta Transportation was the original servicing authority when the traffic signal system went into operation. Now the maintenance of the signal system lies with the City of Red Deer (this is an example only).
